The USAID Mission to Ukraine (the Mission) is responsible for the development, implementation and oversight of USAID-funded programs operating throughout Ukraine. The Mission provides assistance to promote Ukraine’s transition to a democratic, prosperous, stable, healthy country united in its European aspirations.
The Digital Production Specialist is located in the USAID/Ukraine Program Office (PRO), DOC Unit, Communications Team and reports directly to the Senior Communications Advisor and/or the Program Office Director’s designee. The primary purpose of this position is to serve as chief advisor to the Mission on raising awareness of USAID activities and goals through digital engagement.

Content Planning and Development (60%)
leadership of staff in the design, development, production, and management of all visual and multimedia content, including video and audio material, storyboards, graphics, artwork, and similar visual and multimedia products
coordination with DOC, technical office, and implementing partner (IP) staff to develop and manage a biweekly social media plan with draft posts and graphics
leadership in the design and development of social media campaigns, including campaigns on specific development sectors, short-term campaigns coinciding with international observances, and campaigns supporting foreign policy objectives
advisory role for the Mission on impactful social media strategies, campaigns, and posts to help achieve development objectives
identification of social media opportunities for Mission leadership and other staff
monitoring and alerting mission leadership on important social media trending topics or Mission-related social media posts
counseling of the USAID Mission on the selection, targeting, and placement of potential DOC materials in alignment with USAID's country program strategy, focusing on key sectors with local interest and USG policies
responsibility for implementing policies and procedures for Mission communications, clarifying roles and responsibilities within the Mission and Embassy, and with implementing partners
identification, selection, design, and customization of compelling visual and/or multimedia material for inclusion in strategic content packages
oversight of the maintenance of the Mission’s archive of visual and multimedia materials, ensuring uniformity of aesthetics and USAID branding, and compliance with Ukrainian laws and USAID regulations
service as COR for the Mission’s communications support activity, overseeing all aspects of contract execution, providing creative direction, feedback, and quality control, and ensuring accountability and timeliness for deliverables
Graphic Design and Video Production (20%)
leadership of the DOC team's efforts in graphic design and visual support for outreach and communications materials, including the creation of infographics, designing aesthetic “looks” for social media campaigns, and formatting key outreach materials
compilation and editing of strategic content packages incorporating policy material and appropriate visual/multimedia elements to support Mission objectives
definition, design, and creation of original professional graphics, infographics, branding, photos, and multimedia material to support Mission public engagement, using tools such as Adobe Premiere, Illustrator, and Photoshop
creation, splicing, and formatting of simple videos for social media use
creation of strategic communications tools to communicate USAID/Ukraine’s mission and strategy to Ukrainian, American, and internal U.S. Government audiences
conducting of on-camera interviews with beneficiaries and/or other stakeholders in all sectors USAID is engaged with, using digital photo/video equipment and current techniques
responsibility for post-production of visual and multimedia content using Adobe Premiere/AfterEffects or equivalent tools, creating closed captioned text files, and tagging and archiving all visual and multimedia content
oversight or assistance with recording and editing of podcasts, video, and audio items for upload onto websites or social media platforms
tracking of license and equipment acquisitions to build and sustain Mission digital production capacity
Leadership, Planning, Analysis, and Evaluation (20%)
supervision of two employees, including an FSN-10 Social Media Specialist and a Videographer and Graphic Designer, providing on-the-job training, delegating assignments, and holding staff accountable for quality, performance, and professional behavior
research, tracking, and analysis of digital trends to identify changing audience preferences for content structure and format, including graphic, video, photo, and audio components
collaboration with the DOC team to track audience demographics, interests, and information consumption preferences
proactive planning at least two months in advance to schedule production of multimedia and other digital products required for the editorial calendar of policy priorities
coordination with the Mission’s monitoring and evaluation specialist to plan and implement outreach and communications to raise awareness of USAID and U.S. foreign assistance activities
performance monitoring to support the Mission’s learning, communications, and outreach requirements, with indicators created, measured, and reported to illustrate the impact of communications and outreach efforts
development of a social media strategy in line with the Mission’s Country Development and Cooperation Strategy (CDCS) and Mission Communications Strategy, tailored to specific platforms (Facebook, Twitter, YouTube, Instagram)
development of an annual communications and outreach strategy and implementation plan, aligned with LPA’s Mission Communications Plan guidance and the Embassy Public Affairs Sections (PAS)
support for the Senior Communications Advisor in coordination with E&E Bureau and LPA social media teams to coordinate the Mission’s response to agency social media campaigns and initiatives
promotion of Mission posts, videos, stories, etc., for Agency social media platforms and webpages, meeting all Agency requirements and standards
staying updated on information technology and electronic outreach tools, optimizing USAID/Ukraine capabilities, and advising Senior DOC of opportunities presented by new digital media and electronic outreach tools
development of strong, collaborative working relationships throughout the Mission to expand awareness of the power of visual and multimedia material in creating compelling strategic content to support Mission objectives
The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

Education: A Minimum of bachelor’s degree in journalism, communications, international relations or development, marketing, design, linguistics, or related field
Prior Work Experience: A minimum of 5 years of progressively responsible professional-level experience in mass communications, public relations, marketing, journalism, linguistics, international relations, or public affairs work is required. At least 2 years of this experience must have been in government, NGO, journalism, or development-related work, or related fields, for donor agencies, host-government organizations, or private-sector institutions which included communications and outreach strategies to communicate results of program/project/activity design
Language Proficiency: Fluent (Level 4) Ukrainian with excellent written and oral English communication skills (Level 4)

market value: Basic Annual Rate (in U.S. Dollars): $43,147 - $56,088

Defined Contribution Plan: Upon separation, a lump sum benefit equal to 12% of the basic salary earned for the duration worked under the appointment.

family allowances: the mission provides a child allowance. Grants amounts are subject to change as determined by the Ukrainian State Budget Law
unique conditions of work allowances/benefits: 10% of Basic Rate. Additional information may be provided to the selected offer or at the time of the salary offer
