The USAID Democratic Governance East Activity (DG East) aims to strengthen trust and connection between citizens and government in eastern and southern Ukraine by addressing the impacts of the ongoing war. DG East focuses on promoting an inclusive civic identity, increasing citizen participation, improving service delivery, and fostering economic recovery in frontline and liberated communities. DG East supports job creation, workforce development, and business growth, particularly among vulnerable groups like IDPs, veterans, and women.
The Economic Growth Advisor will oversee and implement activities related to economic development, including vocational training, professional upskilling, and support for micro, small, and medium-sized enterprises (MSMEs). This role involves coordinating with local and central government entities, private sector stakeholders, and USAID to ensure impactful and sustainable economic growth initiatives.

oversee implementation of Economic Growth activities (training, upskilling) aligned with the annual work plan
develop technical scopes, grant program descriptions, and subcontractor RFPs
maintain quality control for training curricula and upskilling programs, ensuring local relevance and alignment with national policies
assess and improve training methods and their results
evaluate business plans and models of potential partners for capacity and performance
coordinate logistical and operational details for project activities
engage with government, Chambers of Commerce, and business associations to support activity implementation
collaborate with USAID and other donor projects for knowledge sharing and cooperation
provide input on work plans, MEL plans, and periodic reporting
conduct regional monitoring visits as safety permits
liaise with grantees to ensure compliance with grant agreements

advanced degree in economics, business administration, development studies, or a related field
extensive experience in economic development projects, ideally in post-conflict or transitioning economies
expertise in supporting IDPs, veterans, and women, with a focus on workforce and economic inclusion
proven track record in vocational training, SME support, market linkages, and rural/agribusiness development
experience in grant program management and fostering private-sector partnerships
strong understanding of local and central government collaboration for economic strategies
analytical, communication, and project management skills
ability to execute complex, multi-stakeholder initiatives
experience with USAID-funded projects
proficiency in English and Ukrainian
