Swisscontact is expanding its work in Ukraine with the BLOOM project, aimed at boosting food security and livelihoods for war-affected communities through a Market Systems Development (MSD) approach. The Finance and Admin Manager is responsible for overall financial, administrative, and logistical operations of the BLOOM project, ensuring full compliance with donor requirements, national regulations, and internal organizational policies.

Обов'язки

  • management of project budget and expenditures in line with FCDO and Swisscontact internal financial procedures
  • establishment and maintenance of a system for organized controls for financial and accounting processes in line with Swisscontact Global Office requirements
  • preparation and review of financial reports, forecasts, and cost analyses
  • monitoring of expenditures against budget allocations and flagging of variances
  • ensuring proper accounting of all project-related transactions using Abacus software
  • coordination of audits and ensuring timely response to audit findings
  • ensuring compliance with procurement, asset management, and financial policies of FCDO and Swisscontact
  • supervision of administrative support staff and functions
  • oversight of procurement processes and maintenance of accurate records
  • management of contracts and service agreements with suppliers, consultants, and vendors
  • ensuring adherence to local labor laws and HR procedures
  • coordination of logistical support for meetings, events, and missions
  • ensuring financial transparency, accountability, and readiness for audits
  • support to the Team Leader and technical staff with planning and operational support

Вимоги

  • university degree in finance, accounting, business administration, or related field
  • experience in financial and administrative management, preferably in donor-funded development projects of 10 years or more
  • proven experience with budgeting, financial reporting, and procurement
  • strong understanding of local labor law, tax regulations, and compliance requirements
  • strong organizational and analytical skills with attention to detail
  • ability to work independently and collaboratively in a team environment
  • excellent Ukrainian and English language skills
  • honest person of integrity, demonstrating ethical behaviour in all aspects of work

Умови

  • work in Kyiv, with regular visits to the implementation regions (Kharkiv, Mykolaiv)
  • 12 months contract duration, starting in June 2025, with possibility of extension (subject to further FCDO funding)
