Обов'язки

• developing and overseeing systems and mechanisms for data collection to monitor the development of defined indicators under the reporting framework
• creating, maintaining, and further developing qualitative and quantitative practices and processes
• integrating periodic evaluations
• participating in development of M&E strategy and execution planning
• participating in development of evaluation tools and protocols
• providing oversight and support to the implementation of partner monitoring and evaluation activities
• overseeing MEL workplan and its deadlines
• compiling and reviewing reports, capturing activities’ progress, lessons learned
• leading mentorship efforts and supporting the capacity building of MEL staff, partners and other stakeholders
• ensuring all monitoring activities run according to minimum standards

Вимоги

• Bachelor’s degree, Master’s degree preferred in economics, management, public policy, or other relevant discipline
• 8+ years of experience in the field of MEL with at least 3 years of experience working in a humanitarian context in Ukraine or internationally
• knowledge of USAID MEL requirements, policies and regulations
• experience in monitoring large-scale USAID and/or USAID/Bureau for Humanitarian Assistance projects will be an advantage
• experience in capacity development and mentoring local CSO implementing partners in the use of MEL systems
• experience linking research and program findings to program design and implementation, along with experience carrying out survey work
• experience in programming MS Excel and Access Databases
• excellent command of Excel and other database applications and ability to use software for database design, with the ability to design the structure of the database and write interfaces
• proficiency in English and Ukrainian
• ability and willingness to travel (up to 25%) throughout Ukraine
