    The USAID Democratic Governance East Activity (DG East) aims to strengthen trust and connection between citizens and government in eastern and southern Ukraine by addressing the impacts of the ongoing war. DG East focuses on promoting an inclusive civic identity, increasing citizen participation, improving service delivery, and fostering economic recovery in frontline and liberated communities. DG East supports job creation, workforce development, and business growth, particularly among vulnerable groups like IDPs, veterans, and women.
    The Grants and Subcontracts Assistant will support grants, subcontracts, and direct delivery of goods and services (DDGS) activities. This includes maintaining accurate systems and databases, ensuring compliance, and providing administrative support throughout the lifecycle of grants and subcontracts.
 

Обов'язки

  • assist in producing, reviewing, and managing grants and subcontracts throughout the application, approval, implementation, and close-out phases
  • provide administrative support in preparing RFAs, RFPs, and RFQs, ensuring approved announcements are posted on official websites
  • monitor announced RFAs/RFPs/RFQs, collect applications, and maintain organized files
  • assist in scheduling, organizing, and taking notes for pre-proposal conferences and merit review committees
  • prepare documents and packages for merit review committees and provide necessary support
  • assist in preparing grant agreements and subcontracts, collect supporting documents for approval and signing, and ensure proper filing
  • organize and maintain electronic and physical files for grants, subcontracts, and DDGS, ensuring accurate labeling and timely uploads to SharePoint
  • maintain and update databases and trackers, including for grants, subcontracts, DDGS, and RFAs/RFPs/RFQs
  • coordinate with regional offices to ensure accuracy and timely sharing of information
  • under the supervision of the Grants and Subcontracts Manager, submit Procurement Action Requests (PARs) for in-kind grant procurement and collaborate with the procurement team on RFQ processes, bidding, evaluations, and selections
  • maintain an inventory tracking system for items procured under grants and coordinate inventory management and disposition plans with regional offices
  • assist in submitting grant and subcontract payment requests to the Finance team, ensuring compliance with USAID and Chemonics procedures
  • support the Grants and Subcontracts Manager in managing implementation phases, collecting reports, and addressing beneficiary questions
  • perform other duties as assigned

Вимоги

  • university degree in business administration, finance, or a related field
  • minimum of 1 year of relevant work experience in grants, subcontracts, or procurement
  • professional experience with international donor programs, particularly USAID, is highly desirable
  • proven ability to work effectively as part of a team
  • strong administrative, organizational, and multitasking skills
  • excellent communication and interpersonal skills, with the ability to work effectively in a cross-cultural environment
  • strong computer skills, including proficiency in Microsoft Excel, Word, and Office applications
  • proficient verbal and written communication skills in Ukrainian and English
