    The eight-year USAID Democratic Governance East (DG East) Activity aims to strengthen the connection and trust between citizens and their government in eastern and southern Ukraine by promoting an inclusive civic identity and common civic values and addressing the divisive impacts and the consequences of the ongoing full-scale invasion of Ukraine. DG East works to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and to (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East activities are implemented across four regional portfolios and an office in Kyiv.
    The Human Resources Assistant is responsible for providing an overall support to the human resources management operations of the project. The Assistant is tasked with management of the documentation related to recruitment, hiring, timesheets, and other administrative duties as assigned. Under the direction and supervision of the Human Resources Manager, the Assistant ensures that all processes are transparent and follow Chemonics policies and processes.
 

Обов'язки

  • coordinate cooperation with Kyiv and other regional offices on all human resource matters
  • assist HR Director in hiring and onboarding staff, including:
    • posting job advertisements
    • checking CVs received and shortlisting applications
    • setting up interviews with candidates
    • collecting employee references and biodata verification documents from potential short- and long-term labor designated to the Kyiv regional office and preparing biodata verification packages for staff channelled through the Kyiv office for HR Manager review
    • preparing drafts of short and long-term labor agreements, acts of acceptance, and addendums
  • cooperate with GDIP on documents needed for hiring according to the labor law
  • manage human resource and recruitment files and trackers (hard and soft copies) to ensure each employee’s file contains requisite information in accordance with Chemonics checklist and in line with USAID requirements
  • ensure that all personnel files are scanned and appropriately saved in the personnel files on the project’s shared drives
  • assist in the orientation of new employees according to the orientation checklist
  • provide support in the performance management process, including collecting information during the performance annual cycle
  • assist staff in addressing any personnel questions or issues in collaboration with the DG East HR Director
  • prepare and collect documents for HR-related payments, including but not limited to advertisements and GDIP payments
  • perform other duties as assigned

Вимоги

  • university degree in business administration, finance, or related field
  • at least 2 years of relevant HR and/or office administration, bookkeeping, financial management, and/or accounting experience, with preference for USAID-funded administrative experience
  • knowledge of human resource management for USAID projects preferred
  • understanding of Ukrainian labor laws, personnel benefits, and taxes preferred
  • ability to work independently, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good judgment that reflects positively on the DG-East program
  • ability to work with confidential information
  • proficiency in English and Ukrainian
