manage IREX/Ukraine personnel files and ensure that employee records are complete in IREX HR information systems
update IREX/Ukraine Employment Agreement template, as needed
monitor internal HR systems and ensure compliance with IREX Policies and Procedures
monitor compliance with local regulations and labor codes
ensure compliance with company policies and regulations
stay on top of local employment trends, legal issues, and best practices
help recruit personnel: place job announcements on job search websites and appropriate communication channels, screen resumes, organize interviews, and participate in the interview process if required
support employee onboarding, training, and development
prepare necessary HR documents (both IREX internal and locally required) for newly hired/dismissed employees promptly; create PAFs in HR information systems and upload all necessary information
manage annual performance review cycle for IREX/Ukraine, file completed annual performance evaluation forms, and process resulting addendums to employment agreements
initiate timely contract prolongations, issue notices about termination of staff
in consultation with DCD and CD manager terminations following IREX policies and procedures and according to local requirements
serve as a liaison with GDIP in IREX/Ukraine HR matters; send all locally required documents to GDIP for processing
ensure all employees are included and covered in the life and health insurance
provide necessary information to Finance staff for payroll calculations and processing
foster positive employee relations and address any concerns or grievances
guide conflict resolution and mediation
initiate and coordinate Ukraine wide trainings as part of professional development opportunities provided by IREX
other duties as supported

bachelor’s Degree in management or business administration or any related field
minimum 7+ years of increasingly responsible experience in HR management in international organizations
experience in establishing systems and overseeing program start-up and close-out from HR perspective
experience in conducting training and presentation sessions for staff
demonstrated understanding of HR compliance according to Ukraine Labor Code as well as to internal policies and procedures of international organizations, deep understanding of HR general practices and approaches within the international community
procurement is required
strong interpersonal skills and the ability to interact effectively with staff at all levels of the organization
excellent management, communication, and interpersonal skills
ability to communicate professionally and provide written reports in English and Ukrainian required
demonstrated technical knowledge related to effective HR management
strong problem-solving skills and demonstrated flexibility to meet program outcomes
strong representational and organizational skills
excellent cross-cultural and interpersonal communication skills
self-motivated and result-oriented
awareness on gender equality and inclusion approach
proficient in Microsoft Office products, including Excel; and experience with working in internal HR information support systems
fluent in English and Ukrainian language speaking/reading/writing capability
unrestricted authorization to work in Ukraine is required
experience working for international donor-funded agreements like those implemented by IREX is a plus
