The International NGO Safety Organisation (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. INSO provides daily support to more than 1200 NGOs operating in 18 of the world’s most insecure countries. INSO Ukraine opened in 2015. Since the full-scale Russian invasion in February 2022, it has rapidly expanded to a complete platform serving the needs of NGOs in a fast-evolving conflict. More than 240 national and international NGOs receive INSO services, including information, analysis and advice through a wide range of written products, briefings, tailored assessments, crisis support, and a broad range of training courses.

Обов'язки

  • develop Human Resources plans and strategy with the Senior Management Team and technical referents to deliver a full HR service
  • responsible for the management of local recruitment processes and, in coordination with HQ, support international recruitment
  • ensure compliance with INSO procedures and Ukrainian labor law
  • lead and coordinate employee onboarding; provide employee induction on HR matters
  • coordinate and monitor national employee performance monitoring, grievance management, and discipline, escalating issues and proposing solutions
  • responsible for the proper use and accuracy of employee data and information; maintain national personnel records
  • in coordination with the finance and operations teams, oversee payroll, timesheets, tax payments/deductions, and maintain national staff insurance enrollments/medical payments
  • responsible for the line management and development of the HR team
  • act as the in-country project management focal point for all HR projects and queries
  • act as safeguarding focal point
  • coordinate staff welfare initiatives
  • ensure staff visas, permits, and registration are obtained, tracked, and renewed in a timely manner
  • develop and manage control systems to prevent or handle violations of legal guidelines and internal policies, evaluating the efficiency of controls and improving them continuously
  • monitor Ukrainian legislation and ensure timely compliance with statutory requirements
  • maintain a register of in-country professional advisors e.g., lawyers, immigration services
  • train and mentor HR staff
  • lead implementation of new HR policies and procedures as released by HQ
  • produce quality and timely reports for donors and HQ

Вимоги

  • ukrainian national
  • bachelor’s degree in a relevant field
  • fluency in English and Ukrainian, written and verbal
  • minimum 5 years of relevant work experience, at least 2 of which should be with an NGO, international organisation, or international company
  • sound knowledge of Ukrainian labour legislation
  • proficiency in Microsoft Office tools and experience with database management
  • experience as a user or admin of HRIS
  • experience in relating with government authorities
  • general knowledge of donor regulations
  • payroll experience
  • existing knowledge of INSO and affinity with its mission
  • strategic thinker able to manage multiple priorities and work to set deadlines
  • ability to identify issues, analyse them and participate in their resolution
  • excellent communication, organizational, and managerial skills
  • demonstrated understanding of humanitarian principles and practices
  • ability to work effectively and efficiently unsupervised
  • strong work ethic and capacity to take responsibility for his/her own actions

  • One-year, renewable, Official Employment Contract starting as soon as possible
