M&E Manager

Swisscontact is expanding its work in Ukraine with the BLOOM project, aimed at boosting food security and livelihoods for war-affected communities through a Market Systems Development (MSD) approach.

The M&E Manager will lead the design, implementation, and management of the project’s monitoring and evaluation system. The role ensures that project progress is tracked effectively, outcomes are measured accurately, accountability is upheld, and lessons learned are incorporated into future interventions.

• design and implementation of a comprehensive M&E framework tailored to the project’s objectives
• development of tools and methodologies for data collection, analysis, and reporting, ensuring relevance and accuracy in accordance with donor and Swisscontact requirements
• setup and management of databases to track project performance indicators
• oversight of routine monitoring activities to track progress against project goals and indicators
• leadership in baseline, midline, and endline evaluations, ensuring accuracy and alignment with the project scope
• data analysis and preparation of reports to inform decision-making and demonstrate project impact to stakeholders
• establishment of accountability systems that collect feedback from beneficiaries and stakeholders
• timely and transparent response to feedback and complaints, ensuring they feed into project improvements
• promotion of a culture of accountability across the project team and partners
• close collaboration with Springfield consultants and M&E officers of other project components to ensure aligned data collection, reporting, and sharing of lessons learned
• provision of training and technical support to staff and partners on M&E tools, systems, and methodologies
• regular updates to the Intervention Manager, Technical Lead, and key stakeholders on M&E progress and insights
• representation of the project in external meetings, ensuring alignment of M&E activities with national and donor standards

Вимоги

• bachelor’s or master’s degree in statistics, social sciences, or a related field
• experience in M&E roles, preferably within international development projects of 5 years or more
• strong expertise in developing and managing M&E frameworks, tools, and systems
• proficiency in quantitative and qualitative data collection and analysis methods
• experience with data visualization tools (e.g., Power BI, Tableau) and database management
• excellent written and verbal communication skills, including report writing
• strong organizational and time management skills
• strong personality with good social skills and high emotional intelligence
• fluency in spoken and written English will an advantage

Умови

• work in Kyiv, with regular visits to the implementation regions (Kharkiv, Mykolaiv)
• 12 months contract duration, starting in June 2025, with possibility of extension (subject to further FCDO funding)
