The USAID Democratic Governance East Activity (DG East) strengthens the connection and trust between citizens and their government in eastern and southern Ukraine. DG East addresses the divisive impacts of the ongoing war by promoting an inclusive civic identity, encouraging citizen participation, and improving governance. Key objectives include: (1) developing a shared civic culture based on common values; (2) increasing participation to improve governance and resolve community problems; (3) supporting local economic recovery in frontline, newly liberated, and relocated communities. DG East operates across four regional portfolios with an office located in Kyiv.
The MEL Coordinator supports data-driven monitoring, evaluation, and learning (MEL) activities. The role involves collaboration with the MEL Director, other MEL coordinators, regional Activity Management Units (AMUs), and senior leadership to integrate MEL into program design and implementation.

support program staff in drafting, entering, and reviewing entries in the DevResults Project Database, assisting in the creation of activity M&E plans with indicators and data collection tools
provide assistance to program staff and grantees to ensure comprehensive and timely data capture, outcomes, and impact evidence entry into DevResults.
edit and prepare summaries of results and impacts for grants, DDGS activities, and other reports
conduct periodic site visits and attend events to collect monitoring data using photographs, focus group discussions, interviews, and observations. Document field trips in the database.
organize and manage field data collection logistics and schedules
collaborate with AMU staff to ensure consistency in recording qualitative information
contribute to reports highlighting results and impacts beyond volume metrics
perform other tasks as assigned by the MEL Manager, Chief of Party, or Deputy Chief of Party
minimum of 2 years in Monitoring & Evaluation; experience with USAID or other development funders is an advantage
strong computer literacy (word processing, spreadsheets, presentations, web browsing, email)
proficiency in data analysis applications
excellent communication and writing skills
demonstrated interpersonal skills
ability to analyze and report on program performance and impact from donor, program planner, and partner perspectives
fluency in Ukrainian required; proficiency in English strongly preferred
duty station in Kyiv, Ukraine
