The eight-year USAID Democratic Governance East (DG East) Activity aims to strengthen the connection and trust between citizens and their government in eastern and southern Ukraine by promoting an inclusive civic identity and common civic values and addressing the divisive impacts and the consequences of the ongoing full-scale invasion of Ukraine. DG East works to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and to (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East activities are implemented across four regional portfolios and an office in Kyiv.
The Monitoring, Evaluation, and Learning (MEL) Coordinator is responsible for contributing to data-driven monitoring, evaluation, and learning activities. The MEL Coordinator will work closely with the other DG East MEL coordinators and the MEL Director to ensure a consistent approach and quality standards.

assisting program staff with drafting, inputting, and reviewing entries in the DevResults Project Database for activity development, and supporting the development of activity M&E plans, including indicators and data collection tools
assisting program staff and DG East grantees in monitoring activities to ensure comprehensive capture of all required data, outcomes, and impact evidence in a timely manner and entry into the DevResults Project Database
editing and assisting program staff in drafting impact and results summaries for active grants and other reporting as required
contributing to report preparation to ensure reports capture results and impact, not just the volume of activity
conducting periodic site visits, attending grantee events and activities to collect data for monitoring and evaluation, and documenting field trips in the database through photographs, focus group discussions, interviews, observations, stakeholder meetings, etc.
organizing scheduling and logistics for field data collection
liaising with AMU staff to ensure consistency in collecting and capturing qualitative information for database entries
performing other tasks as assigned by the MEL Manager, Chief of Party, or Deputy Chief of Party
minimum of 2 years of Monitoring & Evaluation experience
strong computer literacy skills, including word processing, spreadsheets, presentations, web browsers, and email
proficiency in data analysis applications is necessary
excellent communication and writing skills with demonstrated interpersonal skills
ability to analyze and report on program performance and impact from the perspective of donors, program planners, and partners
fluency in Ukrainian required; proficiency in English strongly preferred
experience working with USAID or other development funders will be an advantage
