SALAR International is a subsidiary of the Swedish Association of Local Authorities and Regions (SALAR), representing all 290 municipalities and 21 regions in Sweden. As the international branch of SALAR, the company work globally to support local democracy and good governance in developing and transitioning countries.

SALAR International has been engaged in Ukraine since 2014, supporting the country’s decentralisation process through initiatives aimed at building a strong multi-level governance system, improving accessibility and quality of local services, and enhancing international cooperation between Ukrainian and EU municipalities. Since the full-scale invasion, SALAR International has also provided crisis support to Ukrainian municipalities, including material assistance.

Обов'язки

• collaboration with thematic leads to gather consistent and accurate data in line with the MEL framework
• development and maintenance of a centralized database for systematic data capture, storage, and analysis
• assistance in collecting and documenting baseline data across thematic areas
• coordination of survey design and implementation for partner hromadas
• contribution to results reporting for each thematic area
• support in outcome harvesting exercises and preparation of the annual programme report for donors
• contribution to the improvement of tools and systems for data collection, management, and reporting

Вимоги

• university degree in social sciences, statistics, public administration, economics, development studies, or a related field
• solid understanding of MEL approaches
• experience in MEL for development or humanitarian programmes of 3–5 years
• proven experience in designing or managing data collection tools and databases
• strong analytical and data management skills, including confident use of Excel
• ability to work collaboratively across sectors and manage parallel processes
• excellent organisational and time management skills
• strong written and verbal communication skills in Ukrainian and English
• experience in outcome harvesting or similar qualitative methodologies will be an advantage
• experience working with local governments in Ukraine will be an advantage
• prior involvement in survey design will be an advantage

• working from the office in Kyiv with possibility to work on distant partly
• part-time engagement (20 hours/week) with flexible schedule
• long-term consultancy contract
