Global Rights Compliance (GRC) is an international legal foundation focused on bringing perpetrators to justice for atrocity crimes. GRC in Ukraine works in support of the Office of the Prosecutor General (OPG) by deploying several Mobile Justice Teams (MJTs) which assist the OPG in all aspects of the investigation, case building, and prosecution.  The OSINT Director will be the face of GRC’s OSINT portfolio in Ukraine, holding operational responsibility for integrating OSINT practices across the MJTs, ensuring the integrity of each component, and leveraging synergies between components to optimize outcomes

Обов'язки

  • conceptualizing and planning the OS investigative strategies, including in response to requests from the OPG and RPOs, in close development of the overall MJT investigative strategies, including engagement with the Starvation MJT
  • acting as the main GRC liaison on OSINT with the OPG, RPOs, and the SBU, with GRC’s external OSINT provider, and other Ukrainian NGOs working in the OSINT space
  • liaising with OSINT providers and promoting GRC’s unique expertise in the space, including organizing public-facing events and engagement to promote the work of the MJTs
  • supporting the identification, collection, and verification of OSINT relevant to the MJT’s overall investigative objectives
  • conducting work maintaining a high standard of personal and operational online security
  • promoting the requirement/means to aggregate individual incidents into pattern- or command cases
  • facilitating the launch of new OSINT programs and ensuring their smooth delivery, feeding into the reporting cycles required relating to their successes
  • establishing and ensuring procedures for disciplined chain of custody requirements, developing and reviewing the content of training and mentorship sessions together with external OSINT providers, and delivering online and offline sessions of legal mentorship and training
  • align with other team members, project leads, and GRC Partners, to ensure efficient working streams and timely completion of project deliverables; provide mentorship and support to other team members, offering guidance to enable them to perform to their full potential; actively participate in team brainstorming sessions on project implementation strategies; identify emerging talent and work with them to reach their full potential, ensuring they are developed and given new areas of responsibility
  • support the provision and delivery of mentorship and guidance for both GRC and Ukraine National authorities in conducting OSINT in support of war crimes investigations
  • support and further GRC’s business development in securing further projects and funding for OSINT work in Ukraine. Acting as the GRC focal point for specific OS investigative techniques relevant to international crimes

Вимоги

  • 7-10 years of relevant open source investigative, intelligence handling experience, including investigating war crimes, crimes against humanity, or genocide; Experience in conducting large and complex online open source investigations
  • understanding and ability to bring together OS with a wider body of evidence
  • experience managing and leading donor and grant-funded programs
  • experience liaising, working with, and representing before, a variety of stakeholders, including high-level, government, police, intelligence, UN agencies; defense or prosecuting authorities; and civil society organizations
  • understanding of the Russian-Ukrainian war
  • flexible and creative, able to work in an unstructured, changeable & fast-moving environment, proactive, anticipating problems and solutions orientated
  • practical thinker, able to break down and pursue the elements required to operationalise a strategy
  • experience in organizing and delivering conducting capacity building and training activities with civil society organizations
  • fluency or competency in Ukrainian
  • experience of working in a post-Soviet country / legal system
  • practical experience working with justice actors
  • practical experience working in the field with an international commission of inquiry or fact-finding mission
  • experience working within a legal team at one of the international ad hoc tribunals
  • knowledge of international human rights, humanitarian and criminal law and operational experience in a fragile or conflict-affected state
  • administratively competent and able to manage competing urgent demands
  • practical experience in working with highly sensitive material and an ability to demonstrate the requisite skill in storing, sharing, and working with such material
  • demonstrated understanding of cybersecurity threats and ability to conduct work mindful of operational and personal security
  • ability to present findings in a clear and concise way
