Pact is an international nonprofit that works in nearly 40 countries building solutions for human development that are evidence-based, data-driven and owned by the communities served by Pact. Vacancy involves work in a USAID-funded project Community Action for HIV Control which goal is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing and linkage to care among key and priority populations.

Обов'язки

• overseeing the procurement process of various goods and services (medical commodities, supplies)
• overseeing procurement for in-kind grants including bid evaluation reports, selection and justification memos, notifications to the selected or rejected vendors, purchase orders, contracts etc.
• review of procurement requisitions submitted by the team, ensuring their accuracy and compliance, providing recommendation and guidance on any changes
• assistance to the technical team and providing advice in preparation of SOWs, technical descriptions
• assistance in drafting the Requests for Proposals/Quotations/Information and other tender documentation
• recommendation of the solicitation methods and evaluation criteria, reviewing and providing guidance on special terms and conditions
• evaluation of proposals and their responsiveness to solicitation, preparing memos and analysis on evaluation, organization and conducting evaluation committee meeting
• monitoring of procurement files
• assistance in preparation of inventory reports and procurement status reports
• coordination of staff travel and logistics arrangements
• coordination of project events, providing logistics support to the participants
• participation in updating project assets and inventory of all project property and coordination of reconciliation of assets with the finance team

Вимоги

• BA in Economics, Logistics or related field, or an equivalent combination of relevant experience or training
• experience in procurement management and organization of logistics
• ability to maintain communication with the vendors and recipients
• proficiency in English and Ukrainian
• experience of work in international organizations (preferably donor-funded projects) will be an advantage
• experience in procurement and supply management of health product (non-pharmaceuticals) will be an advantage
• ability to work with people of different national and cultural backgrounds will be an advantage
• ability to multitask and prioritize tasks will be an advantage
