A long-term international development programme in Ukraine is seeking a Policy Coordinator to support and coordinate its strategic policy and advocacy efforts. The programme operates in the field of local self-governance and the provision of various public services.
The Policy Coordinator will play a key role in ensuring consistency and synergy across these areas, strengthening engagement with national stakeholders, and supporting the programme’s strategic direction. This position is part of the programme’s management team and reports to an international coordination unit.

coordinate internal policy activities across programme teams and ensure alignment with national and local-level initiatives
facilitate dialogue with ministries and national stakeholders, and maintain cooperation with local government associations
provide strategic guidance on policy-related decisions and priorities to thematic teams
support the organisation of regional policy-related events
monitor reform processes in Ukraine relevant to the programme and identify areas where further work or support is needed
contribute to the development of policy papers and reports within different thematic areas
support data gathering and analysis for monitoring, evaluation, and reporting purposes
organise consultations on synergies with other national, regional, and local initiatives, and coordinate with other projects and programmes (including donor-funded initiatives, communities, and government officials)
perform other policy-related tasks as required by the programme
Вимоги
master’s degree in political or social sciences, economics, law, public administration, development studies, or a related field
experience in policy and/or advocacy work in the Ukrainian context of 5 years or more
solid understanding of public governance
strong organisational and coordination skills, with proven ability to manage multiple tasks effectively
ability to analyse complex policy issues and process data to inform decisions
excellent written and verbal communication skills for drafting reports, proposals, public speaking and correspondence
strong interpersonal skills and ability to engage effectively with government officials, development partners and representatives from non-governmental organisations
ability to work in a multicultural environment
fluent in Ukrainian
proficient in English
proficiency in office software (e.g., Microsoft Office, Google Workspace)
familiarity with international development cooperation will be an advantage
experience of working with local authorities and/or local government associations will be an advantage
knowledge of EU integration processes will be an advantage
Умови
working from the office in Kyiv or in a hybrid mode (regular on-site meetings in Kyiv city center would be required)
full-time engagement with flexible schedule, as needed
