WFD’s democratic recovery-focused programmes in Ukraine aim to support the democratic system to meet the expectations and needs of Ukrainian citizens by promoting political practices based on inclusive problem-solving approaches. The Programme Manager will manage implementation of democratic recovery-focused programmes and activities in support of democratic actors such as political parties, local government, and civil society, flexibly aligning programming to the evolving political context and shifting events in Ukraine. The role reports to the Country Director and works closely with in-country team members and UK colleagues to ensure activities meet donor requirements and WFD operational procedures.

  • programme implementation management for democratic recovery-focused activities with political parties, local government and civil society
  • adaptation of workplans and activities to evolving political context and shifting events in Ukraine
  • collaboration with the Country Director to ensure meaningful and impactful contribution to good governance and democracy
  • coordination with UK-based colleagues to ensure compliance with donor requirements and WFD operational procedures

Вимоги

  • first-hand experience of designing, implementing and managing a portfolio of programmes — minimum 2 years’ experience
  • in-depth knowledge of the political environment in Ukraine and experience working with democratic actors (parliament, political parties, local government and civil society)
  • in-depth knowledge of Ukraine’s recovery process, needs and stakeholders
  • experience of managing good governance and democracy support programmes
  • exceptional project and programme management skills
  • experience with proposal development, contracting, procurement, grant management, donor compliance, financial management and control skills
  • experience in risk management, proposal development, contracting, procurement, grant management, donor compliance, financial scrutiny, research and analysis, reporting
  • experience using programme management systems and tools, intermediate-level Microsoft suite skills
  • experience organising and managing high-profile and complex events
  • senior stakeholder analysis, development and management skills
  • excellent written and oral communication skills in English and Ukrainian
  • experience producing accurate briefing documents and communications
  • education to degree level

Умови

  • benefits: yearly performance-related pay, generous leave, rest and recuperation provision up to once every three months (subject to security conditions), 4 wellbeing days per year, and more
  • salary: successful candidate already at this competency level will be offered the role at the same salary they currently receive (pro-rated if part-time)
  • contract: Contract for Services, fixed term to 31 March 2026
  • working pattern: full-time; WFD will consider flexible arrangements including remote working, job share, compressed hours, flexitime, part-time
  • travel: occasional overseas travel to support programme implementation and/or oversee activities may be required
  • eligibility: work permit to work in Ukraine required
