Westminster Foundation for Democracy (WFD) is the UK public body dedicated to supporting democracy around the world. WFD’s established purpose is to assist, support and encourage the peaceable establishment and development of pluralistic democratic practice and political institutions. Every member of WFD’s staff contributes either directly or indirectly to the services we provide.
The Programme Manager is responsible for managing the full programme cycle from start-up to closure. This includes: events and activities management, evaluation and monitoring, programme reporting, finance and budget support, conducting research and analysis, programme adaptation, supplier and contract management, relationship management and stakeholder (donors and partnership) engagement.

Policy and Programme Management
Programme Design and Development
сontribute to Political Economy Analysis and programme development
support the Programme Director in the design and adaptation of the programme, based on WFD organisational and country level priorities, while ensuring they respond to the context and are aligned with donor and stakeholder expectations
Programme Implementation and Delivery
oversee the implementation and management of the RUD programme activities in accordance with programme designs and donor requirements
support the development of new programme activities and contribute to their design process
prepare briefs, reports, and other documentation as required
source local experts to support programmes
Programme Quality and Assurance
develop Terms of References (ToRs), manage contracts, quotations, and vetting processes
oversee monitoring and evaluation activities to assess programme strengths and identify areas for improvement
create and manage short and medium-term programme and activity goals
conduct research, analysis and reports on trends and in relation to the programme
produce accurate and timely reporting of programme and activity status throughout its life cycle
undertake any other responsibilities and tasks needed for delivery of the programme as required
Stakeholder Relations
engage and consult with senior stakeholders, institutions, and organisations to maintain productivity and transparency regarding programme issues and decisions on services
Resource Management
provide support for the development of budgets for initiatives and budgets for financial reports/forecast
provide support assistance to the team with the management of programme finances
People, Culture and Operations
build a shared commitment to a strategy / vision of where the organisation is heading and what is to be achieved
follow WFD’s Safety and Security Policy and other operational procedures and instructions
producing accurate and timely reporting of programme status throughout its life cycle
analyze programme risks and assisting with updating the risk register
Leadership and Engagement
develop and manage relationships with consultants and donors
develop and oversee communications strategy working closely with the communications team

first-hand experience of designing, implementing and managing a portfolio of programmes
minimum 2 years’ experience in-depth knowledge of the political environment in Ukraine and experience working with democratic actors (political parties, local government and civil society)
exceptional project and programme management skills
experience with proposal development, contracting, procurement, grant management, donor compliance, financial management and control skills
experience in risk management, proposal development, contracting, procurement, grant management, donor compliance, financial scrutiny, research/analysis, and reporting
experience using programme management systems and tools, intermediate level Microsoft suite skills
experience organising and managing high profile and complex events
senior stakeholder analysis, development and management skills
excellent level of written and oral communication skills in English and Ukrainian
experience producing accurate briefing documents and communications
educated to degree level
in-depth knowledge of Ukraine’s recovery process, needs and stakeholders is desirable
experience of managing good governance and democracy support programmes is desirable
4 well-being days per calendar year [pro-rata for part-time staff], rest and recuperation provision up to once every three months (subject to security conditions)

initial fixed term contract to 31 March 2025 with likely extension (subject to funding)
occasional overseas travel to support programme implementation and/or oversee activities maybe required for the position
