The OSCE Support Programme for Ukraine (SPU) has been established in order to continue to support the Ukrainian Government’s reform efforts and to mitigate the increased risks to civilians caused by the war against the country. The objective of the SPU - and therefore of all its projects - is to support Ukraine across all three OSCE dimensions on the government’s reform efforts and on the evolving risks to civilians caused by the war, thus ensuring that the OSCE’s work conducted over the past three decades and in the future, continues to impact positively the institutions and people of Ukraine and that Ukraine’s comprehensive security is enhanced in line with the OSCE commitments.
The incumbent works within the extra-budgetary (ExB) SPU project under the OSCE Conflict Prevention Centre (CPC) at the Secretariat (SEC), Human Security (HS) Component, and provides programmatic and administrative support in the implementation of the project “Strengthening Capacity of the National Police of Ukraine to Combat Trafficking in Human Beings, including Cyber-Enabled Crimes”.

prepare working documents and background material pertaining to the issues addressed through Project activities
draft spot reports on specific issues relating to Project activities, awareness-raising and legalization initiatives, and civil society organizations’ (CSO) engagement for the use of the Programme
assist in drafting other reports and requests, including interim and final reports for submission to the donor, Project evaluation reports, and briefing papers on Project implementation
draft Project inputs for periodic activity reports
assist in the development of Project activities and liaise with counterparts to facilitate their support and participation
prepare terms of reference for the employment of consultants and implementing partners and monitor the implementation of activities and submission of reports by the implementing partners and consultants
organize logistical requirements for Project events (awareness-raising events, workshops, seminars, conferences, and meetings) including preparing agendas and other Project documentation for approval by the supervisor, putting in place ICT and other equipment, stationery, refreshments, travel planning (arrangement of accommodation and transport requirements), organization and technical facilitation of online events, and maintaining communication with all event participants and the relevant administrative offices
monitor budget expenditure, give estimates of costs for individual Project activities and propose budgetary and/or expenditure adjustments
liaise with international, regional, and national governmental and non-governmental institutions to collect and share information and coordinate activities in the area covered by the Project
assist in collating and gathering information necessary for the development of outreach events and the assessment of their impact
perform other duties as assigned

completed secondary education supplemented by formal training or studies in the field relevant to the Project
minimum of 4 years of working experience in the field of human security sector, political affairs, or democratization
experience in project planning, implementation, and reporting
experience conducting research and collecting information from a variety of sources
computer-literate with practical experience using Microsoft applications
excellent written and spoken communication skills in English and Ukrainian languages
demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

work in Kyiv, Ukraine; alternative working arrangements are provisionally in place
monthly remuneration, subject to social security deduction, is USD 1,641 as per the relevant OSCE salary scale; the salary payment is effected in EUR
