The USAID Mission to Ukraine is responsible for the development, implementation and oversight of USAID-funded programs operating throughout Ukraine. USAID development assistance promotes Ukraine’s transition to a democratic, prosperous, stable, healthy country united in its European aspirations.
As a member of the USAID Mission to Ukraine, this position is housed within ODG under the supervision of the Office Director or their designee and is assigned to the Anti-Corruption/Rule of Law team.
The Anti-Corruption Specialist (ACS) will focus on the role of anti-corruption in democracy and governance, in particular as related to strengthening corruption prevention, detection, and deterrence through accountability and transparency initiatives. The ACS will also support Mission public financial management (PFM) programming aimed at having an anti-corruption impact.

1. Activity Management (40%) :
serving as the contracting/agreement officer’s representative (i.e, lead project manager) or alternate for a number of complex, sensitive activities within this portfolio
providing USAID and its implementing partners with technical direction on key anti-corruption and PFM issues in order to make programmatic decisions
reviewing vouchers, sub-grants, annual implementation plans, performance monitoring plans, key personnel, and other issues requiring USAID involvement
conducting financial management tasks related to ODG activities, such as monitoring spending, tracking accruals, and preparing regular pipeline analyses
conducting site visits to monitor ODG activities, which may require travel within Ukraine, as well as regular in-person interactions and correspondence with partners and stakeholders
tracking partner performance against activity- and strategic-level objectives and results
tracking partner reporting and deliverables, with an emphasis on oversight of taxpayer funds and communicating USAID’s work in Ukraine to local and external audiences
maintaining award management files
drafting daily activity bullets, program briefs, readouts from meetings and events, briefers for other USAID and USG officials, and other reporting as required
as requested, occasionally supporting other programs in the ODG portfolio and general office needs, such as organizing meetings and events, participating in working groups, arranging Embassy services, and/or acting as a site officer for Mission or USG official trips
2. Expert Advisor & Strategic Planning (30%) :
develops and maintains working relationships with key stakeholders at host country ministries, agencies, and departments; parliament; and non-governmental organizations
develops and maintains working relationships with key individuals in selected municipal governments related to anti-corruption support programming initiatives
interacts frequently with representatives of civil society and the private sector on issues related to anti-corruption and financial management and control
keeps Mission management and technical offices informed on key events, trends and issues related to anti-corruption, PFM, and good governance. Provides technical and legal analysis of anti-corruption reforms and initiatives to Mission and U.S. Embassy stakeholders
based on a clear understanding of the landscape, provide internal Mission guidance on needs and program opportunities related to anti-corruption, PFM, and good governance
develop initial concept and design papers for proposed initiatives and funding consideration
attends and contributes to public events and discussions related to anti-corruption, PFM, and good governance
maintains close contact with USAID/Washington programs focused on anti-corruption
3. Coordination, Representation, and Communication (30%):
develops and maintains relationships with USAID stakeholders, other donors, GOU counterparts, civil society organizations, professional associations, implementing partners, and other stakeholders to promote collaboration and coordination in advancing anti-corruption and PFM initiatives
represent USAID in external meetings related to the coordination of donor efforts in this field
track and monitor key developments and proposed reforms to ensure USAID’s programs are designed and managed to respond to needs, opportunities and challenges
conduct research and analysis to support current and future programming
keep abreast of current events in Ukraine through personal contacts and by monitoring media information on issues related to anti-corruption
advise and coordinate closely with other donors, including other parts of the USG, on issues and programs concerning anti-corruption
The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

education: undergraduate-level degree (B.A., LL.B. or equivalent) from an accredited institution in law, jurisprudence, public policy, public administration, management,or technical specialization in a field related to anti-corruption and good governance
work experience: minimum of 5 years of progressively responsible experience in the field of anti-corruption in the public sector. Prior work experience could include direct experience in civil society advocacy or activity management, management of donor projects, working with leaders or influencers among Ukrainian civil society and government on anti-corruption issues; and/or development of public policy related to anti-corruption in public administration or governance.
language proficiency: fluent in English and fluent in Ukrainian
advanced understanding of anti-corruption laws, policies, and regulations as well as ongoing anti-corruption reforms in the development of modern public administration and governance practices at all levels of government, including how anti-corruption figures in Ukraine’s broader reform agenda
competent grasp of other good governance issues, including PFM and the application of anti-corruption policies and tools at the local government level
strong understanding of the perspectives of civil society and international donors on these matters
substantial technical knowledge of key players in areas relevant to this position, including in specialized anti-corruption institutions, Verkhovna Rada of Ukraine, Ministry of Restoration, Ministry of Economy, Ministry of Justice, Office of the President, and civil society organizations, etc
good technical knowledge of Ukrainian government processes, decision makers and institutions related to these programming areas
excellent listening, written, and verbal communication skills, particularly for working across USAID teams and with external stakeholders at varying levels
strong learning agility, critical thinking, and ability to adapt to new or changing situations and responsibilities
ability to synthesize data and trends from multiple sources, recognize significant developments, and clearly communicate their impact on USAID programs and Ukraine’s reform and recovery priorities
ability to establish and maintain contact with government officials at varying levels, representatives of civil society and the private sector, and members of the international community in Ukraine
ability to plan and manage complex projects and draft relevant USAID-required documentation with a great deal of independence

market value: Basic Annual Rate (in U.S. Dollars): $32,180 - $41,841

Defined Contribution Plan: upon separation, a lump sum benefit equal to 12% of the basic salary earned for the duration worked under the appointment
allowances (as applicable):
meal allowances: annual amount is $853 for employees working on a full-time basis
family allowances: the mission provides a child allowance. Grants amounts are subject to change as determined by the Ukrainian State Budget Law
unique conditions of work allowances/benefits: 10% of Basic Rate. Additional information may be provided to the selected offeror at the time of the salary offer
