The USAID Mission to Ukraine is responsible for the development, implementation and oversight of USAID-funded programs operating throughout Ukraine. USAID development assistance promotes Ukraine’s transition to a democratic, prosperous, stable, healthy country united in its European aspirations.
The Energy Sector Project Management Specialist (“the Specialist'') will be a member of the USAID/Ukraine Office of Economic Growth (OEG). OEG manages a large and dynamic portfolio of energy and energy infrastructure development activities. The goal of OEG’s assistance is to collaborate with the Government of Ukraine (GOU) to advance energy system resilience, restore critical infrastructure, enhance distributed electricity generation, adopt energy sector reforms, and facilitate Ukraine’s post-war transition to a low-carbon, competitive, and European-integrated energy economy.
serving as the USAID Agreement/Contracting Officer’s Representative (AOR/COR, i.e., the lead project manager) for Office of Economic Growth (OEG) energy and energy infrastructure sector activities
serving as the alternate AOR/COR (i.e., a backup project manager) for other OEG activities
reviewing of agreement/contract vouchers, sub-awards, annual implementation plans, performance monitoring plans, key personnel, and other issues requiring AOR/COR oversight and technical direction
conducting financial management tasks related to OEG’s energy and energy infrastructure activities, such as preparation of quarterly accrual reports and pipeline analyses
conducting site visits to monitor OEG’s energy sector activities, which may require travel outside of Kyiv
leading regular meetings and correspondences with partners and program stakeholders, including national and local government officials
tracking USAID implementing partners’ performance against planned activity objectives and results
reviewing implementing partners’ reporting, ensuring deliverables are submitted on time, and reported results are consistent with the agreement and/or contract
maintaining AOR/COR award and project files
preparing and/or assisting in drafting of program briefs; program directory updates; portfolio reviews; operational plans; annual performance plans and reports; scene-setters; briefers for USAID and other USG officials; report-outs from meetings and events; and other reporting as required
2. Activity Design & Procurement:: 20%
lead and/or participate in assessments and designs for new/refined energy sector programs
be responsible for drafting concept papers, program descriptions, statements of work, modifications, Project Appraisal Documents (PADs), and other analytical documents
preparing pre-obligation procurement documents for approval
initiating requisitions for the USAID Global Acquisition and Assistance System (GLAAS)
coordinating with the USAID/Ukraine Regional Contracting Office on new procurements and modifications
provide technical recommendations regarding energy sector programming in Ukraine and the region
track key political and reform developments to ensure USAID programs are designed and appropriately respond to identified needs, opportunities, and challenges
conduct research and analysis to inform current and future USG-funded energy sector interventions
prepare and deliver energy sector briefing material for USAID management and external audiences
cultivate professional contacts with relevant energy sector stakeholders and beneficiaries
collaborate with private sector entities to develop new partnerships for leveraging investment in energy sector development
4. Coordination, Representation, and Communication: 15%
meet regularly with USG staff, other donors, government counterparts, multilateral financial institutions, civil society organizations, implementing partners, and other stakeholders to share information and coordinate OEG programming
be required to represent USAID in external meetings related to the Ukrainian energy sector and associated support activities
The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

education: at least a bachelor’s degree with a degree in energy, energy infrastructure, engineering, business, management, economics, finance, law, or a related field is required
work experience: at least 5 years of progressively responsible experience in development assistance, program management, or the energy/energy infrastructure sector
language proficiency: fluent in English and fluent in Ukrainian
knowledge of project management principles as well as Ukraine’s current political, economic, social, and cultural environment
demonstrated knowledge of and experience in the Ukrainian energy and energy infrastructure sector
familiarity with the competitive energy markets, and European Union legal and regulatory frameworks in energy and energy infrastructure sectors
good working knowledge of the institutions, government entities, non-government organizations, and private sector actors whose engagement is necessary to successfully implement energy and critical infrastructure reforms in Ukraine is needed
ability to analyze and synthesize complex data, especially energy and energy infrastructure sector data from government, regulatory agencies, other donors, international financial institutions, and private companies
excellent listening, writing and verbal communication skills - including presentation skills
ability to recognize significant developments and trends in Ukraine’s energy and energy infrastructure sectors and economy, and identify the impact on program implementation
strong interpersonal skills, including the ability to establish and maintain contacts with counterparts, other donor agencies, and international organizations
teamwork skills, including the ability to work collaboratively in a multicultural, team-based environment under tight deadlines
demonstrated ability to handle sensitive issues with professionalism, tact and diplomacy, including matters that require resolving disagreements or potentially divisive issues
