Reporting, Laison and Learning Officer

- Alinea International has been contracted by the UK Government to establish a strategic communications support platform. This platform will support Ukraine's government communications activities and priorities by assembling top talent in a format designed to meet the increased public demand for transparent communication caused by Russia’s illegal full-scale invasion of Ukraine.
- The successful candidate will design and execute the RMEL approach, lead routine monthly and quarterly reporting, execute strategic learning products, and manage a team of ~2 MEL Officers for this exciting project to support defence reform in Ukraine. This is a part of Alinea project team. This is a critical role, central to the project’s ability to deliver, learn and demonstrate impact.

- support in RMEL (Research, Monitoring, Evaluation, and Learning) design and implementation
- collaboration with the RMEL Manager to:
- contribute to fostering an organic learning culture
- liaise with Pillar project teams daily to track delivery, progress against plans, and alignment with activities and outputs
- update the results framework (RFW), MEL dashboard/delivery plan, and learning and evidence plan
- support the development of strategic learning products, including Change Stories and Deep Dives
- engage with Pillar Leads and Reporting and Learning Officers to gather data and information for regular donor reporting
- lead the development of Pillar-specific activity-level Support Request Forms
- support routine reporting, including monthly and quarterly updates
- participate in relevant meetings and project activities, liaising with the project lead and teams for project evaluation reporting
- identification and implementation of improvements to the MEL and delivery system, including:
- analyzing and interpreting data to identify trends, patterns, and areas for improvement
- enhancing data collection tools, methods, and visualization techniques
- capturing key evidence and learning to enable project adaptation to emerging changes
- ensuring RMEL collaboration across project components to facilitate project-level learning and adaptation
- management and secure storage of all project data
Вимоги
- at least a bachelor’s degree
- 3–5+ years of experience in research or MEL, including in a management role, preferably in institutional reform
- experience in international development and donor MEL frameworks, with familiarity with Theories of Change
- experience with qualitative methodologies (some quantitative experience is useful but not essential) and other RMEL tools
- ability to build deep and trusted relationships to ensure effective RMEL implementation
- understanding of institutional reform and/or behavior change models is preferred
- strong data processing and analysis skills with high attention to accuracy
- experience presenting and engaging with diverse stakeholders, including senior clients and staff
- self-starter with the ability to think strategically and translate insights into recommendations
