Alinea International has been contracted by the UK Government to establish a strategic communications support platform. This platform will support Ukraine's government communications activities and priorities by assembling top talent in a format designed to meet the increased public demand for transparent communication caused by Russia’s illegal full-scale invasion of Ukraine.
The successful candidate will design and execute the RMEL approach, lead routine monthly and quarterly reporting, execute strategic learning products, and manage a team of ~2 MEL Officers for this exciting project to support defence reform in Ukraine. This is part of Alinea project team. This is a critical role, central to the project’s ability to deliver, learn and demonstrate impact.

management of RMEL (Research, Monitoring, Evaluation, and Learning) design and implementation
collaboration with the Team Lead, Project Director, MEL Advisor, and Client to:
ensure accountability for RMEL delivery, including:
contributing to fostering an organic learning culture
managing one or more Reporting and Learning Officers responsible for daily engagement with project pillars
iterating the Theory of Change (ToC) and ensuring alignment of outputs and activities with overall goals in coordination with Pillar Leads, Learning Officers, and the Client
overseeing all project MEL, including reviewing and updating the agile/dynamic results framework (RFW), MEL dashboard/delivery plan, and learning and evidence plan
designing and delivering strategic learning products, including Change Stories and Deep Dives, and implementing tools for their delivery
engaging with Pillar Leads and Reporting and Learning Officers to gather data and information for regular donor reporting
leading routine reporting, including monthly and quarterly updates
participating in relevant meetings and project activities, liaising with the project lead and teams to provide input for project evaluation reporting
engaging with the Client and Team Lead to support and improve project strategy and implementation using evidence and learning
reviewing and advising the team on project outputs and outcomes in relation to the RFW
identification and implementation of improvements to the MEL management system, including:
analyzing and interpreting data to identify trends, patterns, and areas for improvement
enhancing data collection tools, methods, and visualization techniques
coordination with the international MEL Advisor to ensure alignment with UK Government / Foreign, Commonwealth & Development Office (FCDO) MEL approaches
capture of key evidence, learning, and evaluation, including:
designing and leading learning activities
informing and supporting project adaptation based on emerging learning
ensuring RMEL collaboration across project components to enable project-level learning and adaptation
managing and securely storing all project data

at least a bachelor’s degree
10+ years of experience in research or MEL, including in a management role, preferably in institutional reform
experience in international development and donor MEL frameworks, including the design or iteration of Theories of Change
experience with qualitative methodologies (some quantitative experience is useful but not essential) and other RMEL tools
ability to build deep and trusted relationships to ensure effective RMEL implementation
understanding of institutional reform and/or behavior change models is preferred
experience in developing MEL approaches to evaluate project contributions to policy change and audience sentiment
ability to work with teams of varying levels of monitoring and evaluation experience, with confidence in explaining MEL processes in simple terms
strong data processing and analysis skills with a high level of accuracy
experience presenting and facilitating learning with diverse stakeholders, including senior clients and staff
self-starter with the ability to think strategically and translate insights into recommendations
