Swisscontact is an independent non-profit development organization established in 1959 by representatives of the Swiss private sector and civil society. Their work focuses on private sector-led, sustainable economic development and improved quality of life for all in developing and emerging countries. A key focus is to strengthen the skills of individuals and foster the competitiveness of businesses.

The team needs the services of a consultant to conduct a preliminary analysis and propose key economic sectors with high potential for rapid growth, increased competitiveness and inclusion. The analysis should include sectoral needs assessments and recommendations for interventions to enhance sectoral competitiveness.

• Sector Identification
  • identification and justification of economic sectors with high potential for rapid growth, increased revenues, and investment attraction
  • consideration of inclusion and environmental sustainability in sector selection
• Sectoral Needs Assessment
  • analysis of the selected sectors' needs, including barriers to growth, workforce requirements, and market potential
• Intervention Proposal
  • development of potential systemic interventions to enhance competitiveness and business development within the identified sectors
• Private Sector Engagement
  • proposal of measures to collaborate closely with the private sector in the proposed interventions
  • focus on capacity building and workforce development
• Policy and Institutional Framework
  • identification of necessary policy and institutional changes to support sectoral development for increased competitiveness

Key Deliverables

• Inception Report – detailed work plan, methodology, and long list of sectors (within two weeks of contract signing)
• Sectoral Analysis Report – comprehensive report identifying potential growth sectors, sectoral needs, local organisations and regions for possible partnerships, and proposed interventions (submitted in both English and Ukrainian)
• Final Report – final document incorporating feedback, including recommendations for policy support and stakeholder engagement (prepared in both English and Ukrainian)
• Presentation and Team Workshop – in-person presentation of the main findings to the Swisscontact Team and a joint half-day workshop to further develop the proposed intervention ideas

Вимоги

• advanced degree in economics, business, or related fields
• minimum of five years of experience in economic analysis, sectoral studies, or competitiveness projects
• strong understanding of Ukraine’s economic landscape, SME development, and international trade
• proven experience in stakeholder engagement and private sector development
• experience in systems thinking (an asset)
• excellent analytical, writing, and presentation skills
• fluency in both English and Ukrainian
