Security Management
responsibility for security management in the assigned geographic area under the supervision of line management
implementation of Mercy Corps global and Ukraine-specific minimum safety and security standards as assigned
development, implementation, and dissemination of the Local Security Management Plan, area-specific Contingency Plans, and risk mitigation measures based on security assessments
monitoring of adherence to Mercy Corps Ukraine Response security management procedures
conducting security risk assessments, including visits to operational sites (offices, accommodations, storage, distribution, and training sites)
analysis of the security context and ongoing risk assessments, including joint risk assessments with relevant team members
readiness to respond and deploy on short-notice security trips for incident management support
proactive monitoring of the security management system with recommendations for improvements
proofreading of translations for area-specific security documents
Training & Orientations
delivery of Security and Safety briefings to MCUA staff and visitors
organization of Security and Safety training for MCUA staff in accordance with the Training Program
facilitation of in-house training and awareness sessions as necessary
identification and coordination with external Security and Safety training providers in the area of responsibility
suggesting updates to the Training Program based on evolving security needs
informing staff about abrupt changes in the security context following MCUA procedures
Liaison with Local Stakeholders
establishment and maintenance of effective communication with security personnel from INGOs and NGOs in the area of responsibility
coordination with military and law enforcement representatives during field trips to ensure secure MCUA access
participation in interagency security coordination mechanisms and INGO security meetings
representation of Mercy Corps at external security meetings
Staff Movement Security
approval of staff movement in accordance with MCUA established procedures
tracking of staff movement and location in the area of responsibility
coordination with operations to ensure staff accountability and location tracking
reporting of security and safety procedure violations by MCUA staff or visitors
Incident Reporting & Management
primary focal point for incident reporting within the area of responsibility
ensuring proper documentation and reporting of all security and safety incidents
Office Safety & Security Equipment Management
responsibility for ordering, tracking, issuing, and maintaining security equipment
conducting regular safety assessments of MCUA premises, including offices, guest houses, and operational areas
ensuring appropriate access control to MCUA premises
conducting office safety drills in accordance with minimum safety standards
initiating procurement of security equipment as per MCUA standards
Team Coordination
sharing best practices with other SSOs and security department members
attending weekly team meetings and actively contributing lessons learned and security needs
providing back-up support to other members of the Security Team as assigned
performing security duties across the country as required by line management
coordination with, reporting to, and seeking approvals from the Security Manager and Director of Security & Humanitarian Access for specific tasks
pursuing professional development opportunities and discussing personal improvement plans with line management
