Огляд

The Recovery and Reform Delivery Office (RDO) of the Cabinet of Ministers of Ukraine is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis through the Ukraine Recovery and Reform Architecture Programme (URA) that provides targeted technical support and assists the Cabinet of Ministers of Ukraine in the design and implementation of priority reforms.

Обов'язки

  • consultancy support in the development of new and peer review of the existing communication strategies, related communication campaigns and plans in the mentioned areas, and identification of top communication priorities in consultations with the head of communications of the office of deputy prime minister for European & Euro-Atlantic Integration (ODPM) and other government stakeholders
  • support in the implementation of communication strategies, campaigns, and plans, including assistance with the search for synergies (e.g. drafting TORs, fundraising for campaigns, etc.) in cooperation with the office of deputy prime minister for European & Euro-Atlantic Integration and relevant stakeholders and partners
  • preparation of information materials for the ODPM and other government stakeholders: thematic key messages, message boxes for key speakers for interviews and comments for the media, thematic FAQs and explainers for the media, columns and articles in the media, press releases, posts for social networks, as well as supporting management of relevant government online communication resources on European integration (European integration portal, Facebook page, etc.) in coordination with responsible government stakeholders
  • coordination with communication teams under the URA programme and their corresponding host institutions in the area of European & Euro-Atlantic Integration
  • cooperation and coordination with EU and other donor-funded projects supporting communication in the area of European integration with a view to ensure complementarity and synergy
  • reporting to the EU delegation to Ukraine on communication activities in the area of European integration on a quarterly basis
  • assuring proper attribution of donors’ support and visibility of the Ukraine stabilisation and sustainable growth multi-donor account (MDA) donors
  • ongoing cooperation with key government and non-government stakeholders in the mentioned field under the guidance of the ODPM head of communications

Вимоги

  • master’s degree in communications, journalism, public relations, government relations or international relations
  • strong communication, presentation, and organizational skills
  • fluency in oral and written Ukrainian and English
  • PC literacy (MS PowerPoint, Excel, Word)
  • minimum 7 years of general professional experience relevant to the assignment
  • minimum 5 years of professional experience in journalism, communications, or public relations
  • at least 1 year of experience in public communication on European integration issues
  • experience of working “for”, “in” public institutions in the area of communications would be an asset
  • good understanding of European and Euro-Atlantic agenda
  • experience in international organizations or projects is an asset
  • experience of having successfully developed, managed, and implemented communications strategies and campaigns aligned to organisation’s objectives
  • ability to write and proofread press releases, columns, and other communications materials
  • public speaking and presentation skills
  • good understanding of reform agenda in Ukraine and of policy formulation process
  • experience in cooperation with government bodies, knowledge of their mandate and processes is an asset

Умови

  • work in Kyiv
  • only Ukrainian nationals are eligible to apply
  • this consultancy assignment is expected to start in June 2024. The estimated duration of the assignment is till August 2025. Subject to the availability of funding, the performance of the selected consultant and the specific needs of the RDO, this appointment may be extended
