The OSCE Support Programme for Ukraine (SPU) has been established in order to continue supporting the Ukrainian Government’s reform efforts and mitigating the increased risks to civilians caused by the war against the country. The objective of the SPU - and therefore of all its projects - is to support Ukraine across all three OSCE dimensions on the government’s reform efforts and on the evolving risks to civilians caused by the war, thus ensuring that the OSCE’s work conducted over the past three decades and in the future, continues to impact positively the institutions and people of Ukraine and that Ukraine’s comprehensive security is enhanced in line with the OSCE commitments.
This vacancy is for two positions within the following Rule of Law and Human Rights Component projects of the OSCE Support Programme for Ukraine: 1) "Supporting the Development of Effective Tools for the Prevention of Corruption and Enhancing Anti-Corruption Compliance in Ukraine"; 2) "Enhancing Co-ordinated and Analytical Approaches to Investigating Serious Crimes, Particularly Related to Missing Children".

contributing to the timely accomplishment of project outputs by coordinating and administering project activities, supporting day-to-day planning, and following up with partners and stakeholders on the implementation of administrative activities in accordance with OSCE rules and established business processes
providing recommendations for refining strategic directions of project activities in the area of rule of law and human rights
supporting the mobilization and coordination of experts, consultants, contractors, and goods/services under ExB schemes, including the administration and monitoring of Terms of References, specifications, and work deliverables
supporting the management of expert and procurement contracts, coordinating the preparation, submission, revision, and follow-up of project budgets, and monitoring implementation
reviewing reports from implementing partners, including financial reports
managing inter-agency coordination meetings with national stakeholders, providing advice on necessary inputs from national partners to support project activities
representing the OSCE at local, national, and regional conferences/events, attending as a speaker when required, and collaborating with NGOs, international, and bilateral agencies
assembling and synthesizing data to facilitate project activity analysis and drafting periodic or ad hoc management reports
maintaining and retrieving reference material, documentation, and information, and coordinating project events, meetings, workshops, and other activities
consolidating and monitoring reports related to project human resources planning, expenditures, communication, IT plans, and travel schedules
conducting research and needs assessments, supporting knowledge building and sharing across the programme through staff training and briefing budget holders on administrative, budgetary, planning, and financial procedures
reviewing current processes and making recommendations for improving programme/project administration procedures
supervising lower-grade general service staff and performing other duties as assigned

completed secondary education, supplemented by specialized training or formal studies in a relevant field (rule of law, human rights, democratization, anti-corruption, etc.)
a minimum of 7 years of relevant work experience in rule of law, human rights, democratization, anti-corruption, or a related field
experience in project planning, implementation, and reporting
managerial experience is an asset
established knowledge and understanding of the reform agenda developments in the area of rule of law and human rights in Ukraine
excellent written and spoken communication skills in English and Ukrainian
ability to conduct independent research and collect information from a variety of sources
digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel, PowerPoint) and the internet
experience with ERP software is an asset
demonstrated gender awareness and sensitivity, with the ability to integrate a gender perspective into tasks and activities
ability and willingness to work as part of a team, with people of diverse cultural, religious, and political backgrounds, while maintaining impartiality and objectivity

monthly remuneration, subject to social security deduction, is USD 2,363 as per the relevant OSCE salary scale; the salary payment is effected in EUR
