Огляд

The Recovery and Reform Delivery Office (RDO) of the Cabinet of Ministers of Ukraine is a group of Ukrainian professionals (non-civil servants) funded temporarily through the Ukraine Recovery and Reform Architecture Programme (URA) that provides targeted technical support and assists the Cabinet of Ministers of Ukraine in the design and implementation of priority reforms.

Обов'язки

  • maintaining regular communication and cooperation with the CMU Secretariat (SCMU) and other relevant stakeholders, including the National Agency of Ukraine on Civil Service, Ministry of Justice, Ministry of Economy, Ministry of Digital Transformation, Ministry of Finance, Verkhovna Rada, Office of the President, Ministry for Communities and Territories Development
  • maintaining regular communication and facilitating inputs to the PAR strategic framework and related processes in the context of EU accession, engaging with stakeholders such as OECD/SIGMA, EU4PAR, civil society organisations active in PAR, and external experts as per guidance from the European Commission
  • policy formulation and development, including consultation planning related to the PAR Roadmap and updated PAR & PFM Strategies
  • providing analytical and expert support to the negotiating team on PAR issues
  • coordinating the preparation of analytical and technical materials for PAR-related processes
  • preparing inputs and presentation materials for high-level meetings and monitoring implementation of the PAR Roadmap
  • organising public consultations, coordinating stakeholders, and ensuring follow-up
  • drafting and reviewing reports on the development of the PAR Roadmap and PAR & PFM Strategies
  • ensuring cooperation with international technical assistance projects, including EU4PAR, SIGMA/OECD, Natolin4CapacityBuilding, EU4DigitalUA, U-LEAD, and others
  • coordinating PAR implementation and monitoring across all URA teams, facilitating meetings, fostering inter-team communication, and providing updates to programme stakeholders

Вимоги

  • education: master’s degree in public administration, law, business, economics, or a relevant discipline
  • languages: fluency in Ukrainian and English
  • experience: minimum of 7 years of general professional experience, with at least 5 years relevant to the position (public or business administration, consulting in the relevant field), and 3 years of experience in multi-stakeholder cooperation and coordination
  • preferred experience: legislative drafting, work with international organisations, consulting agencies, or government bodies
  • knowledge: solid understanding of OECD/SIGMA Principles of Public Administration, EU integration agenda, government bodies' mandates and processes, public administration reform
  • skills: strong organisational, communication, and presentation skills; digital literacy (MS Office Suite, Google Workspace); strategic planning, team management, coalition building, multi-stakeholder advocacy, and negotiations

  • initial consultancy from 21 October 2024 to 31 August 2025, with possible extension based on funding and performance
