    The USAID Ukraine Transformation Communications Activity (TCA) is a six-year Activity whose purpose is to partner with the Government of Ukraine (GOU), private sector, and civil society to increase the resilience of Ukraine’s democracy through innovative communications initiatives that engage Ukrainians in a conversation about the country’s democratic transformation and European integration.
    The Social Impact Content Manager will be responsible for supporting TCA social impact media-related activities. S/he will play a critical role to manage project partners, ensure quality content, build capacity of industry stakeholders, coordinate consultants and technical assistance, and provide creative and impactful communications solutions in line with TCA’s objectives.

  • contributing to the selection of projects for grant support
  • working with applicants to prepare necessary creative and planning documentation for grant and/or subcontract agreement signing, collaborating with grants managers to ensure quality preparation of grant agreements, and verifying documents provided by grantees (e.g., budgets, team member duties, administrative structures)
  • reviewing budgets for realism and reasonableness, and assisting the TCA Awards Team with pre-award risk assessment processes as necessary
  • directly overseeing and managing a portfolio of social impact content grant and/or subcontract activities, ensuring timeliness and quality control, serving as a primary project liaison with partner organizations, and providing positive communications to encourage stakeholders while challenging them to deliver outstanding quality content
  • managing communication between grantees, subcontractors, and international experts, ensuring project execution in accordance with TCA’s requirements, advising grantees on various challenges, maintaining constant contact with grantees, ensuring efficient use of TCA’s resources, and checking compliance with USAID requirements
  • monitoring grant milestones for completion, quality, and budget control
  • verifying audience data (YouTube, social media, TV ratings) provided by grantees, and consulting with grantees on promotional plans to ensure maximum coverage
  • organizing or coordinating the organization of online and offline events for TCA’s Social Impact Component, such as Educational Platform activities, PITCHUA+ creative competition activities, and project presentations
  • preparing focus group requests and materials related to social impact content projects for TCA’s research team
  • developing scopes of work for subcontractors, assisting with solicitation preparation, and acting as an evaluation committee member for tenders on TCA objectives as requested
  • working with bloggers and other partners (e.g., internet resources) to disseminate information about TCA’s activities, promote TCA-supported projects, and highlight topics important to TCA
  • representing the project at meetings and events as necessary
  • contributing to TCA deliverables and ad-hoc reporting, such as drafting success stories, writing weekly reports, and contributing to other TCA reports
  • conducting market analysis or research to inform media programming and partner outreach
  • conducting routine assessments of implemented activities, writing, and producing policy briefs, and other communications materials such as reports and briefings
  • working closely with the COP, DCOPs, and Team Leads on the design and delivery of objective initiatives and implementation of the work plan
  • performing other duties as required or assigned

  • university degree in media/mass communications, digital marketing, journalism, strategic communications, sociology, political science, or a related field; master’s degree preferred
  • minimum of 5 years of relevant experience in areas such as social impact content, media production, media relations, strategic communications, or conducting media outreach, with strong preference for experience in audience segmentation; experience as an executive producer or knowledge of the audiovisual production process is an advantage
  • proven knowledge of local and international media organizations and production companies implementing relevant activities in-country, as well as key governmental actors and stakeholders, with an up-to-date understanding of the political environment and social conditions in Ukraine
  • demonstrated awareness of market pricing trends, including an understanding of production budgets and the ability to verify them
  • experience organizing events, such as public presentations involving subcontractors, preferred
  • excellent interpersonal skills, especially in interactions with international and Ukrainian officials, civil society organizations, staff members, and representatives of the Ukrainian government
  • strong Ukrainian and English speaking and writing skills, with experience in writing text for media publication and donor reporting being a plus
  • demonstrated understanding of dramaturgy basics, with the ability to identify problems in story structures and scripts
  • understanding of audience measurement basics in TV/online/movie theaters, and the ability to analyze or tune social media listening instruments (e.g., YouScan, Google Analytics)
  • relevant strategic communications experience to creatively promote social impact content
  • proactive and responsible attitude
  • Kyiv-based position with exceptions for remote work within Ukraine; candidate should be able to perform duties in a hybrid mode (both in the office and remotely)
  • ability to occasionally take business trips outside Kyiv
