Alinea International has been contracted by the UK Government to establish a strategic communications support platform. This platform will support Ukraine's government communications activities and priorities by assembling top talent in a format designed to meet the increased public demand for transparent communication caused by russia’s illegal full-scale invasion of Ukraine.

Обов'язки

• in collaboration with SURGe management plan the initiative: develop the work plan, Gantt chart, other planning documents
• contribute to SURGe’s monitoring and reporting: monitor initiative indicators and team performance; develop the initiative annual and semiannual report, intermediate reports
• lead the team of sectoral, cross-cutting and strategic planning experts to deliver initiative’s results
• maintain effective working relationship with the initiative beneficiaries (territorial communities, Government of Ukraine, CSOs and WROs, other technical assistance projects and actors)
• coordinate the implementation of the Initiative in cooperation with Pilot Communities:
  • methodology of gender-responsive and environmentally sensitive needs assessments for communities
  • supporting pilot communities in the development of strategic and recovery plans
  • supporting pilot communities in the development of recovery initiatives and projects
  • development of draft policies and regulations
  • capacity building activities for pilot communities on strategic planning; development, implementation and monitoring of recovery initiatives; cross-cutting principles (GBA+, RBM, environmental sustainability)
  • development of relevant tools and guidelines that support implementation of the initiative
  • planning and implementation of communication campaigns
• identify cases and best practices at the community level and inform communication team on them
• represent initiative deliverables at working groups, meetings and other official events
• ensure the application of RBM, GBA+ and environmental sustainability principles in preparation of the deliverables
• as agreed with SURGe, ensure visibility of the Government of Canada support to this initiative in conferences, meetings, seminars, working groups, interaction with public authorities, non-governmental organizations, and other international technical assistance projects.

Вимоги

• 5+ years of professional experience in project management, consulting, governance or related area.
• 5+ years of experience in leading reform office or technical assistance project in the area of community development, decentralization, strategic planning or similar.
• proven experience in managing teams (min 5 people), building collaborative team environment and leading the team to results
• ability to structure the work of the team and ensure timely implementation.
• knowledge of the government policy making cycle and national reform agenda, local self-government, emergency response and reconstruction.
• experience in facilitation and development of written materials
• excellent knowledge of Ukrainian, ability to speak and write clearly and correctly
• professional knowledge of English, strong writing skills
• experience in the advisory to the local self-government bodies of Ukraine is highly desirable.
• high-motivation with sound judgement and maturity
• strong ethics, well-balanced and mature personality, positive attitude to the job
• strong organizational skills, ability to work under tight deadlines
• ability to work individual and in teams

Умови

• full-time
• work in Kyiv with possibility of remote work and regular business trips to pilot communities (Dnipropetrovska, Donetska, Kharkivska, Mykolaivska, Odeska, Chernihivska, Kyivska oblasts)
• only for Ukrainian residents
• the duration of the contract: 6 months (with a possibility of extensions)
