Global Rights Compliance (GRC) is an international NGO focused on atrocity-crime accountability. GRC’s work in Ukraine is in support of the War Crimes Unit of the Office of the Prosecutor General and its regional prosecutors’ offices through several Mobile Justice Teams (MJTs) which assist the OPG/RPOs by providing crime-scene evidence collection, analysis, and advice on investigations and case-building. GRC seeks a Ukrainian military analyst to examine and analyse Russian military documents collected by investigators and assist the investigation in establishing linkages and Russian military structures.

Обов'язки

  • analyse thousands of Russian military documents to identify the relevant systems of command, control, (re)subordination and communications of the military formations, whether regular or irregular, including identification of units which took part in specific military operations and their key members, commanders, weaponry, vehicles, logistics, positions and movements, communications, internal regulations and appointments, and disciplinary systems
  • provide investigators/prosecutors with explanations of the relevance and/or meaning of the data found in the military documents.
  • convey the relevant analysis through analytical products e.g. reports, relational charts, databases, and maps
  • work closely with investigators/prosecutors to determine which documents/data provide useful evidence/input for their case-building work

Вимоги

Required
  • ukrainian national
  • at least 5 years of experience in the Ukrainian and/or Soviet military, with at least 2 years working in military staff structures in a command position (battalion level or higher)
  • military expertise, including military intelligence, command, control and communications issues, tactical and strategic military decision-making, weaponry systems, and military logistics
  • native-level Ukrainian language
  • reasonable degree of comfort with a PC and standard contemporary office software/services, including e.g. Outlook, Word, Excel
  • willingness to (be deployed to) live (at least temporarily) and work in Kharkiv
  • self-starter, ability to cope with and function effectively in fluid environment
Desired, but not required
  • understanding of the substantive law (Criminal Code of Ukraine; international standards on war crimes, crimes against humanity, genocide) and procedural law (Criminal Procedure Code)
  • competency in English
  • investigative experience
