    The USAID Mission to Ukraine is responsible for the development, implementation and oversight of USAID-funded programs operating throughout Ukraine. USAID development assistance promotes Ukraine’s transition to a democratic, prosperous, stable, healthy country united in its European aspirations. The vacancy involves work at The USAID/Ukraine Office of Economic Growth (OEG). OEG manages a large, dynamic portfolio of contracts and cooperative agreements focused on infrastructure development, trade and competitiveness, financial sector reform, agriculture, energy, state-owned enterprises, and digital development.
    The Project Management Assistants (PMA) will work as part of OEG’s Program and Strategic Information team. The PMA will support respective Contract/Agreement Officer Representatives (C/AORs) to meet USAID management requirements in administering contracts, cooperative agreements, and grants. The PMA will help organize and maintain databases, files, and other information, support financial management, such as accruals, and prepare procurement documents, such as checklists. The PMA will summarize complex information in succinct and easy to understand reports, presentations, talking points, and one-pagers as directed by C/AORs. The PMA is expected to liaise with contractors, international donors, government actors, and multilateral institutions as directed by C/AORs to carry out her/his/their duties.

1. Activity Management and Procurement: 40%
    The Job Holder’s primary responsibility is to assist in the management and oversight of Office of Economic Growth (OEG) activities:
  • providing project management and administrative support for several Agreement Officer Representatives (AOR)/Contract Officer Representatives (CORs) and/or activity managers for OEG activities
  • maintaining AOR/COR award files and project files
  • reviewing activity documentation submitted by implementing partners
  • preparing procurement documentation for necessary actions, including statements of work, Global Acquisition and Assistance System (GLAAS) packages, checklists, and budgets
  • assisting with the financial management tasks related to OEG activities, such as preparation of quarterly accruals and pipeline analyses
  • participation in meetings with implementing partners and site visits to monitor OEG projects, including conducting data quality assessments (DQAs) and end-use checks
  • maintaining correspondence with implementing partners and program stakeholders
  • tracking partner performance against activity objectives and results
  • tracking partner reporting; ensuring complete reports are submitted on-time
  • staying abreast of best practices and policies and updates on the economic growth sector through courses, professional literature, and other resources
2. Administrative, Communication and Reporting Support: 40%
    The Job Holder is responsible for providing administrative, communication, and reporting support to the OEG team:
  • drafting and editing English language reports on OEG activities
  • preparing briefing materials on activity budgets
  • coordinating OEG’s contributions to information and reporting requirements for, but not limited to, the Annual Report, Operational Plan, Activity Data Sheets, briefing papers, and program review materials
  • tracking the activities of other donors/international organizations involved in the economic growth sector
  • communicating with representatives of contractors, grantees, non-government actors, and other entities, to obtain information related to OEG activity management requirements
  • assisting with the organization of OEG partner coordinating meetings
  • assisting the OEG team to respond to general inquiries, including providing translation support as needed
3. Coordination, Representation and Communication: 20%
    The Job Holder will help represent the OEG program in communication with stakeholders:
  • note taking at coordination and monitoring meetings with implementing partners
  • preparing presentation materials explaining the OEG program at various meetings and coordination events. Representing OEG at routine Mission and Embassy meetings
The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

Вимоги

  • education: minimum of college/ university studies in international relations, public administration, economics, conflict mitigation, community development or a related field is required
  • prior work experience: minimum of at least three years of progressively responsible experience in development assistance, administrative support, or project management is required
  • knowledge of project management principles
  • good working knowledge of the institutions, government actors, non-government organizations, and private sector actors whose engagement is necessary to successfully implement development and/or economic growth programs in Ukraine
  • ability to plan, manage, prioritize, and complete tasks from various sources
  • strong organizational and time management skills
  • teamwork skills, including the ability to work collaboratively in a multicultural, team-based environment under tight deadlines
  • strong learning agility and the ability to effectively adapt to new or changing situations
  • high level of computer skills, including the ability to design and prepare user-friendly and informative reports, matrices, and slide decks using appropriate computer software
  • vacancy is open to Ukrainian Nationals (residency/Ukrainian work permit Required)

Умови

  • full time (40 hours)
  • work in Kyiv, Ukraine
  • five-year period of performance with possibility to renew
  • market value: Basic Annual Rate (in U.S. Dollars): $21,801- $28,343
  • post-entry training: The Mission will provide in-service orientation to USAID and professional development training, including required training to obtain Contract/Agreement Officer Representatives and Global Acquisition and Assistance System (GLAAS) certification
  • benefits:
    • health and life insurance coverage: provided under the Compensation Plan
    • Defined Contribution Plan: upon separation, a lump sum benefit equal to 12% of the basic salary earned for the duration worked under the appointment
  • allowances (as applicable):
    • meal allowances: annual amount is $853 for employees working on a full-time basis
    • family allowances: the mission provides a child allowance. Grants amounts are subject to change as determined by the Ukrainian State Budget Law
    • unique conditions of work allowances/benefits: 10% of Basic Rate. Additional information may be provided to the selected offeror at the time of the salary offer
  • taxes: apply and are deductible as per the Ukrainian government regulations
